What country is the most advanced in developing and implamenting alternative energies in their society?

I believe that peak oil is here and we are already feeling its effects. I just wonder are the major countries who have already understood the necessities to transform their societies and be fossil fuel free?

Brazil, they’re on ethanol I believe, but you must understand that alternative fuel has risks and waste too. Take electric cars? How do they get energy? Coal, wind or water. Coal is bad, but so is wind and water (not as bad relative to coal). How is wind bad? Bird migration. How is water bad? Fish migration and other animals that rely on deep water rivers to thrive.

Ethanol is not really a solution b/c there is only a finite amount of corn that can be produced in a cycle, and what if there is a drought or famine? $100 ethanol.
