discussion question?

Some analysts maintain that the United States is poorly served by a Congress that is often beset by inaction and localism. Supporters of the Congress maintain that the institution is a superior deliberative and representative institution. Which argument is the more persuasive and why?

"Some analysts," it sounds like FOX news. If you assume option one then do you do away with the Congress? It’s not a good option.

Therefore the second one wins by default.

Without proposing solutions for each case it’s very difficult to make sense of the question.

WASHINGTON – As popular opposition to the reinstitution of the so-called "Fairness Doctrine" mounts, Barack Obama and the Democrat-dominated Congress will end-run critics with legislation that will curb dissent on talk radio through the imposition of "localism" rules and community watchdog boards across America, charges a new book by a former NBC Westwood One talk-show host.

In "Shut Up, America! The End of Free Speech," author Brad O’Leary says the plan amounts to the development of party-approved "commissar committees" to censor the kind of lively and free-wheeling debate America has known since the scrapping of the so-called "Fairness Doctrine" by President Reagan’s Federal Communications Commission in 1987.

By demanding radio stations answer to local community watchdog boards to ensure programming is "balanced," "fair," "diverse," "tolerant" and "serving the public interest locally," O’Leary says the rules and legislation being planned will once again make talk radio accountable to politicians, political activists and bureaucrats at the FCC.

The ultimate threat over the heads of radio stations is license renewal, he explains. "Far-left groups such as ACORN [Association of Community Organizations for Reform Now] stand at the ready to pressure these boards into silencing conservative talk radio programs, either through intimidation or the loss of broadcast licenses," says O’Leary, who, during the presidential campaign, wrote the best-selling book, "The Audacity of Deceit: Barack Obama’s War on American Values."

The book points out there were only 75 radio talk shows in America during the last year of the "Fairness Doctrine" rules. Today, there are more than 3,000.

"The liberals’ once-dominant media forum is fading fast, in part because Americans have discovered real diversity of ideas elsewhere," O’Leary writes. "The enemies of free speech know this. They also know that, if they are to accomplish their goal of stifling all debate, they will have to control all media outlets."

While the Obama administration and some Democratic congressional leaders have denied efforts to reinstate the "Fairness Doctrine," none have denied efforts to stack the FCC with appointees open to the idea of reining in talk radio.

"Under the rubric of ‘broadcast localism,’ it is clear the commission is proposing no less than a sweeping takeover by Washington bureaucrats of broadcast media," wrote Rep. John Boehner, House minority leader, in a letter to FCC Chairman Kevin Martin as far back as last June. "The proposals and recommendations for commission action contained in the Notice of Proposed Rulemaking amount to the stealth enactment of the Fairness Doctrine, a policy designated to squelch the free speech and free expression of specifically targeted audiences."

Those regulations would specifically "reinstitute advisory boards to regulate broadcast content and revive a host of other rules the commission dropped more than 20 years ago," explained Boehner.

Also revealed in "Shut Up, America" is evidence that Obama’s new FCC chairman wants to create a "Fairness Doctrine" for the Internet to regulate and censor online speech.

Julius Genachowski, an Obama friend from Harvard Law School and the mastermind behind Obama’s online fundraising machine, is an ardent supporter of so-called "net neutrality" regulations, perceived by O’Leary as a first step toward "Fairness Doctrine"-style regulations on content for the Internet. Genachowski would have government decide what content Internet operators and network owners must provide.

"Incredibly, he claims this is to keep the Internet free and open to all," says O’Leary. "In reality, his goal is to usher the heavy hands of federal regulators into the tent. Genachowski would give federal regulators editorial authority over what private operators must provide."

Genachowski also advocates creating new media ownership rules that promote a diversity of voices on the airwaves. In fact, Genachowski is credited with helping craft the Obama technology agenda, which states: "Encourage diversity in the ownership of broadcast media, promote the development of new media outlets for expression of diverse viewpoints, and clarify the public interest

I am in a civil liberties/rights class and I am required to write a 4 page paper on a civil liberty issue of my choice. Last paper I wrote about Localism/The Fairness Doctrine and the First Amendment.. Does anybody have any good ideas? I’d like to research something interesting :) Thanks!

concept of space and place?

Just wandering if anyone could help with a question about the concept of space and place? and how it applys to the internet? I know it has something to do with Local and the Global – Localism, Globalism and the Question of Place

it was originaly termed " cyber space " not sure if the term still exists and there was lots of fear of the decline of local society and culture as we all became members of the internet community , shaping a society therein . The fears spread to global shopping and its knock on effects to local , regional shopping and detrimental effects on the urban core landscape ( decline of city centre shops etc. ) .
The space becomes global almost infinite with multi cutlural and local expressions , the place could possibly be defined in technical as it is dependant upon technical expertise behind the scenes creating billions of files and operating systems creating the space , time is an element that you could consider . EDIT – search "spatial entities" and GIS and spatial data , good luck I am baling out of this question ( head up backside )

I believe it is either letter B or D, but I’m not sure?!? There’s evidence for both

President Herbert Hoover worked hard to rescue the American economy following the crash of the stock market in October nineteen twenty-nine. Within one month, he called the nation’s business leaders to the White House. "Don’t lower wages," the president told them.

Hoover called on the Federal Reserve Bank to make it easier for businesses to borrow money. He tried to provide funds to help farmers get fair prices for their crops. He pushed Congress to lower personal taxes. And above all, the president urged Americans not to lose hope in their economy or in themselves.

Some Americans joined the Communist Party. Others helped elect state leaders with extreme political ideas. And in growing numbers, people began to turn to hatred and violence.

However, most Americans remained loyal to traditional values even as conditions grew steadily worse. They looked ahead to nineteen thirty-two, when they would have a chance to vote for a new president.

racism in hawaii? im afraid to go there =(?

im really want to go to hawaii on vacation with my parents
this summer, but im afraid that the locals are going to be racist.
is there really a lot of localism there? cuz my cousins who have been there told me that
the locals like hate white people… thats not reallllly true is it?

The locals tend to have a love/hate relationship with mainlanders/white people. On the one hand, tourism is great for their local economy; on the other hand, it’s humilating to have a bunch of ignorant tourists gawking at you, building hotels in your backyard, and expecting you to do stereotypical things like wear a grass skirt all the time.

Don’t worry, if you stay in the hotels and tourist areas, probably everyone will treat you with friendliness and courtesy. If you act like a stupid tourist or invade local hang-outs, then you might get a few dirty looks. Just remember you’re in someone else’s home, and be polite. You’ll have a great time.

i need help with getting started with surfing?

i’m going surfing for the first time in san fransisco and i need to know were a good place to surf is and were i can get lessons. i would also like to start surfing alot but i live in inland texas. but is there a way i can practice surfing inland. and what surfers should i study and should i be worried about localism

Get a wetsuit. SF is a tough place to start from what I’ve heard, cold and rough but you can go out to Ocean Beach and give it a go anywhere along there and south. Don’t go alone. Get out to a surf shop and ask for advice, I’ve heard locals are very friendly compared to some other places. Just stay out of their way on the water.

You can practice inland by skateboarding and bicycling for balance and quad strength.

what does ‘ nog effe!!!!!!’ mean in dutch, some one has said it means pretty soon to me , but i think it means more effe , or is it a localism? thnks

nog effe = nog even
It means, ”just a little bit/while” <– I think that’s the best translation.

For example, ”Ik moet nog even naar de winkel gaan” = ”I still have to go to the store for a while/bit.”
